Always publish your annual audited accounts for public, FG tells agencies

In its bid to promote transparency and accountability in the Federal Government parastatals under the Ministry of Science and Technology, Directors-General and Chief Executive Officers of all agencies have been ordered to always publish their annual accounts in the national dailies.
Permanent Secretary of the Ministry, Bitrus Nabasu, who gave this order in Abuja on Thursday while meeting DGs of all the 17 parastatals also told them to render unaudited half years report and accounts including balance-sheets to their board.
Nabasu explained that the rendition of the annual audited accounts needs to be submitted within six months of the end of the financial year, adding that agencies that have not done the promotional exercise should do so before the end of July 2019 because the welfare of staff in the area of career progress should receive paramount attention.
“The rendition of annual audited accounts which should be submitted within six months of the end of their financial year. (As a further control, the management of essentially commercial parastatals shall render unaudited half-year’s reports and accounts including balance-sheets to their Boards and publish their annual accounts in the national newspapers).
“A couple of weeks ago the supervising Directors were instructed to advice agencies to conduct promotion exercises as soon as possible. I wish to use this opportunity to reiterate that agencies that have not done the promotion exercise should do so before the end of July, 2019. The welfare of staff in the area of career progression should receive paramount attention,” He said.
The Permanent Secretary, however, appealed to all members of staff to cooperate with him pending the time President Muhammadu Buhari will appoint Supervising Minister for the ministry.
He said, “In this connection, till the appointment of supervising Minister, I wish to appeal for your cooperation to ensure effective and efficient operation of your Agencies and harmonious working relationship with the Ministry. Your employer, the President of the Federal Republic of Nigeria, through the Minister has the final responsibility on the under listed issues with respect to your Agencies:
“Approval of regulation and bye-laws; approval of Iong-range plans and all Significant deviations from such plans;, the power to direct the parastatal to prepare accounts and set standards;, approval of capital and operating budgets for parastatals (This includes major issues relating to the adjustment, revision and increase in salaries, wages and fringe benefits of staff of parastatals);
“Approval of rates and scales of charges for services rendered to the public by the parastatal;, approval of appointment and removal of external auditors subject to the provisions of the relevant portion of the Constitution of the Federal Republic of Nigeria;, regular communication with government appointees on the board to keep them abreast of government policies affecting their parastatals.”
Clarifying some issues, the Head, Press and Public Relations Unit of the ministry, AbdulGaniyu Aminu noted that the order given by the permanent Secretary was for accountability and transparency in government.
