COMMUNIQUE OF THE COUNCIL OF MINISTERS

 

       The Council of Ministers met on
Friday February 11, 2022 , in the usual room for deliberations, under the chairmanship of His Excellency, Mr. MOHAMED BAZOUM, President of the Republic, President of the Council of Ministers.

       After reviewing the items on the agenda, the Board took the following decisions:

I.         IN THE TITLE OF THE PRIME MINISTER’S CABINET.

The Council of Ministers adopted the draft decree adopting the Support Plan for Vulnerable Populations 2022 . 

The support plan for vulnerable populations is the reference framework document for response actions to food, nutritional and pastoral insecurity, implemented by the State of Niger with the support of its partners. It constitutes a tool for dialogue and advocacy for the mobilization of resources while specifying the technical standards for the various intervention methods.

Indeed, this plan was developed in November 2021 following the assessment of the food, nutritional and pastoral situation on the basis of the harmonized tool common to the seventeen (17) CILSS member countries.

It is this assessment, coupled with that of the 2021 agro-pastoral campaign, which made it possible to determine the vulnerable populations and areas as well as the specific interventions for the different target groups for the year 2022.

Overall, around 6,491,692 people are in need of food assistance and 2,393,810 people for nutritional assistance.

II.       IN THE TITLE OF THE MINISTRY OF FOREIGN AFFAIRS AND COOPERATION .

The Council of Ministers adopted the draft ordinance authorizing the ratification of the Financing Agreement consisting of Subsidy No. D908-NE in the amount of eighty-seven million eight hundred thousand Special Drawing Rights (87,800 000 SDR) and loan no. 6990-NE for an amount equivalent to one hundred and five million seven hundred thousand euros (€105,700,000) for the first tranche (part A of the financing) and loan no. 6991-NE of an amount equivalent to one hundred and twenty six million eight hundred thousand euros (€126,800,000), for the second tranche (part B of the financing), signed on December 15, 2021 in Niamey, between the Republic of Niger and the International Development Association (AID), for the financing of the Integrated Platform Project for Water Security in Niger (PISEN) .

The overall objective of the Project financed by the agreement subject of this draft order is to strengthen the management of water resources, increase access to water and improve resilience to the variability of the climate-induced water in the project area.

 This draft ordinance is taken in accordance with Law No. 2021-055 of December 23, 2021, empowering the Government to issue ordinances during the intersession, after consulting the Constitutional Court.

III.    IN THE TITLE OF THE MINISTRY OF MINES .

The Council of Ministers adopted the draft texts below:

3.1.   Draft decree approving and publishing in the Official Journal of the Mining Convention between the Republic of Niger and the company SAAD TRADING SARL, for the exploration permit “TINKERADET 4” for gold and related metals (department of Iférouane, region of Agadez ) .

SAAD TRADING SARL is a limited liability mining exploration company under Nigerien law, with a capital of ten million (10,000,000) CFA francs.

SAAD TRADING SARL undertakes within three (3) years following the signing of the mining agreement, to create at least twenty (20) jobs and to invest two million (2,000,000) US dollars, or approximately one billion two hundred million (1,200,000,000) CFA francs for carrying out its activities, including:

– six million (6,000,000) CFA francs per year as its contribution to the local development of the municipalities in which it will carry out its activities;

– six million (6,000,000) CFA francs per year as part of its contribution to building the capacities of agents of the Mines and Geology Administration.

3.2.   Draft decree approving and publishing in the Official Journal of the Mining Convention between the Republic of Niger and the company ZAD ALHER SARLU, for the exploration permit “TAFASSASSET 6” for gold and related metals, in the municipality of Iférouane (department of ‘Iférouane, Agadez region) .

3.3.   Draft decree approving and publishing in the Official Journal of the Mining Convention between the Republic of Niger and the company ZAD ALHER SARLU, for the exploration permit “TAFASSASSET 7” for gold and related metals, in the municipality of Iférouane (department of ‘Iférouane, Agadez region) .

ZAD ALHER SARLU is a mining exploration company under Nigerien law, with a capital of fifty million (50,000,000) CFA francs.

the company ZAD ALHER SARLU undertakes within three (3) years following the signing of the two (2) mining agreements, to create at least fifty (50) jobs and to invest four million (4,000,000) US dollars, i.e. approximately two billion four hundred million (2,400,000,000) CFA francs for carrying out its activities, including:

– twelve million (12,000,000) FCFA per year as part of its contribution to the local development of the municipalities in which it will carry out its activities;

– twelve million (12,000,000) FCFA per year as part of its contribution to building the capacity of agents of the Administration of Mines and Geology.

IV.    IN THE TITLE OF THE MINISTRY OF AGRICULTURE.

The Council of Ministers adopted the draft decree adopting the National Rice Development Strategy (SNDR 2021-2030) in Niger .

The document of the National Strategy for the Development of Rice Cultivation in Niger (SNDR) is drawn up within the framework of the achievement of the objectives for food and nutritional security. The overall objective of the NRDS is to contribute in the medium term to a sustainable increase in national rice production in quantity and quality and to satisfy the needs and demands of consumers in the long term and possibly export to underserved markets. regional and international.

V.      IN THE TITLE OF THE MINISTRY OF OIL, ENERGY AND RENEWABLE ENERGY .

The Council of Ministers adopted the draft decree on the deed of transferability of the properties to be expropriated within the framework of the project for the construction and operation of the hydrocarbon transport system by Niger-Benin pipeline (PENB) .

The project for the Construction and Operation of the Hydrocarbon Transport System by Niger-Benin Pipeline has been declared of public utility according to decree n° 2020-013/PRN/MPe of January 10, 2020.

 

This draft decree, which is the logical continuation of the procedure initiated in 2020, aims to make transferable, for the benefit of the State, the properties that will be impacted by the work to carry out the said project

VI.    IN THE TITLE OF THE MINISTRY OF INDUSTRY AND YOUTH ENTREPRENEURSHIP.

The Council of Ministers adopted the draft decree granting the benefit of the advantages of the Conventional Regime of the Investment Code to the company “UBOGAZ SA” for the manufacture and requalification of gas cylinders in Dosso .

The company “UBOGAZ SA” undertakes, in the event of obtaining approval, to invest four billion two hundred and fourteen million six hundred and forty thousand (4,214,640,000) CFA francs, excluding taxes and working capital for its activity and create one hundred (100) permanent jobs.

VII. IN THE TITLE OF THE MINISTRY OF PUBLIC SERVICE AND ADMINISTRATIVE REFORM.

The Council of Ministers adopted the draft decree amending and supplementing decree n° 2009-72/PRN/MFP/T of February 26, 2009, setting the conditions and methods of recruitment without competition, for civil servant jobs, contract agents of the state civil service . 

This draft decree is taken to provide details on the methods of recruitment without competition for the jobs of civil servants, contractual agents of the State civil service.

VIII.  PERSONAL MEASURES

The Council of Ministers has adopted the following individual measures:

IN THE TITLE OF THE MINISTRY OF FOREIGN AFFAIRS AND COOPERATION

· Mrs. Diallo Amina Djibo , Minister Plenipotentiary, is appointed Inspector General of Diplomatic and Consular Services.

 

· Mr. Ado Elhadji Abou , Minister Plenipotentiary, is appointed Secretary General of the Ministry of Foreign Affairs and Cooperation.

· Mr. Abdou Adamou , Foreign Affairs Advisor, is appointed Deputy Secretary General of the Ministry of Foreign Affairs and Cooperation

· Mr. Issa Oumar , foreign affairs adviser, Mle 75410/K, is appointed consul general of Niger in Jeddah (Kingdom of Saudi Arabia).

· Mrs. Yaou OumaKaltoum , central treasury inspector, Mle 72157/M, is appointed controller of public procurement and budgetary operations at the Issaka Gazobi Maternity Hospital and at the Public Health Institute (ISP).

IX.       COMMUNICATIONS .

 

The Council of Ministers heard six (06) communications.

 

1)   Three (03) communications from the Minister of Public Health, Population and Social Affairs:

 

The first communication relates to the Covid-19 situation.

 

Analysis of the epidemiological trend of COVID-19 shows that the situation is still under control. A total of 37 new cases were notified this week compared to 105 cases the previous week.

 

The weekly attack rate fell from 0.44/100,000 inhabitants the previous week to 0.15/100,000 inhabitants this week.

 

As of February 9, 2022, the situation is as follows:

 

total new positive cases notified: 8,700  ;

total cases released cured: 8,223  ;

total deaths: 303 ;

total active cases: 174 including 11 patients being hospitalized.

 

The second communication relates to the award of a public contract for the acquisition of dialysis consumables (22,278 kits and 150 catheters).

 

This contract, in the amount of eight hundred and fifty-five million, four hundred and five thousand, five hundred and seventy-nine and ninety-five centimes ( 855,405,579.95 ) CFA francs, is awarded to the company NIPRO MEDICAL EUROPE NV , for an execution period of five (05) months.

 

The third communication relates to the recruitment of two (02) NGOs as part of the implementation of the reproductive health program for communication services in the regions of Tillabéri and Tahoua.

 

These two (02) markets, in the amount of seven hundred and forty-one million eight hundred and forty-nine thousand two hundred and twenty-two ( 741,849,222 ) CFA francs for zone 1, and one billion, six hundred and sixty million, three hundred sixty-five thousand four hundred and eighty-one (1,660,365,481) CFA francs for zone 2, respectively awarded to LAFIA MATASSA/ANSP and ANIMAS SUTURA/SONGES-Niger, with an execution period of thirty-six ( 36) months .

 

2)   A communication from the Minister of Finance relating to the award of a public contract by international open tender for the supply and installation of servers for the benefit of the General Directorate of Customs.

 

This contract, in the amount of five hundred and fifteen million one hundred and thirty-five thousand one hundred and forty-one ( 515,135,141 ) CFA francs excluding tax , is awarded to the Company COMPUTER INFORMATION SYSTEMS (CIS), for a period of execution of forty – five (45) days.

 

3)   A communication from the Minister of Higher Education and Research relates to the award of one (01) public contract, by national open call for tenders , for the purchase of food products for the benefit of students ( supply per order of foodstuffs) in two (2) batches.

 

This contract, in the amount of nine hundred and ninety million six hundred and fourteen thousand six hundred and twenty five ( 990,614,625 ) CFA francs for lot 1, and one billion, five hundred and ninety-four million, six hundred and twenty -five (1,594,287,625) CFA francs for lot 2, awarded to the Yacoubou MAMANE Establishment, with an execution period of seven (7) days.

 

4)   A communication from the Minister of Youth and Sport relating to the conclusions of the meeting of Ministers of Youth held in N’Djamena on December 16, 2021 devoted to the political validation of the integrated youth strategy of the G5 Sahel and its action plan.

The agenda being exhausted, His Excellency the President of the Republic closed the meeting.
