Guinea: ECOWAS Requires an Acceptable Transition Timeline

The Conference of Heads of State and Government of the Economic Community of West African States (ECOWAS) met in Extraordinary Session on 25 March 2022 in Accra, Republic of Ghana, under the chairmanship of HE Mr. Nana Addo Dankwa AKUFO-ADDO, President of the Republic of Ghana and current President of the Assembly.

This Extraordinary Session has been convened to review recent political developments in Mali, Guinea and Burkina Faso since the last Extraordinary Summit held on February 3, 2022.

Regarding the socio-political situation in Guinea

The Conference expresses its deep concern over the lack of visibility on the transition. Indeed, the Authority notes that the six-month deadline set by ECOWAS for the holding of elections was not respected. Furthermore, the timeline for the transition is still not available, priorities are not defined and little progress has been made in the process. Similarly, the socio-political situation is deteriorating due to insufficient dialogue between the government and political actors and civil society.

Accordingly, the Conference:

at. calls for the finalization of an acceptable timetable for the transition by 25 April 2022 at the latest. After this deadline, economic and financial sanctions will immediately come into force ;

b. asks the government to strengthen inclusiveness and dialogue with political actors and civil society in the management of the Transition in order to reduce tensions in the country and ensure a peaceful transition;

vs. Invites the authorities of the Transition to respect the legal and regulatory provisions in the process of recovering property presumed to belong to the State.

In view of the socio-political tension and the urgent need to facilitate dialogue between all stakeholders, the Conference reaffirms the decision to appoint a Facilitator for Guinea.
