Governance in Osun State over the last two decades has seen contrasting approaches between the People’s Democratic Party (PDP) and the All Progressives Congress (APC). By comparing the impactful tenures of Governor Olagunsoye Oyinlola (2003–2010) and the ongoing administration of Governor Ademola Adeleke (2022–present) under the PDP with the 12-year APC era led by Ogbeni Rauf Aregbesola and Alhaji Gboyega Oyetola (2010–2022), it becomes evident that the PDP has consistently demonstrated a stronger commitment to grassroots development, inclusive governance, and sustainable growth. The following indices paint a clear picture.
Youth Empowerment
Governor Oyinlola introduced the Oyin Peace Corps to engage Osun youths productively. Aregbesola followed with the OYES initiative. In contrast, Oyetola failed to sustain or introduce any meaningful youth-focused empowerment programme during his four-year tenure. However, Governor Adeleke has rekindled youth engagement through the Imọlẹ Youth Corps, a structured and functional initiative that empowers youths across all local governments. This shows a consistent PDP strategy for youth inclusion, which was ignored under APC.
Infrastructure Development
Oyinlola initiated construction of mini-stadiums across all federal constituencies and developed rural roads and health centres. Aregbesola focused on urban roads, but most projects were left incomplete. Oyetola not only neglected these, but wasted resources on the now-controversial Olaiya bridge, which holds little value to the public. In less than three years, Governor Adeleke has constructed standard roads and modern flyovers in all 9 federal constituencies, linking rural and urban centres. The infrastructural face of Osun has been remarkably transformed under his leadership.
Agriculture
Under Oyinlola, tractors were distributed to all LGAs, and cooperative-based loans were provided to farmers. The APC administration abandoned agriculture, sold off state-owned equipment, and left the sector barren for 12 years. Governor Adeleke has reversed this neglect by procuring new tractors and launching initiatives aimed at boosting food production and farmer empowerment. The PDP once again proves to be agriculture-friendly.
Education
Oyinlola’s government built classrooms, recruited teachers, and improved learning materials and school security. APC’s controversial school merger policy under Aregbesola triggered unrest and even tragic incidents, like the Ejigbo school crisis. Teachers were demoralised with unpaid salaries of over 30 months, leading to a sharp drop in WAEC/NECO performance. Governor Adeleke has restored confidence in the education sector—recruiting teachers, raising salaries, distributing learning materials, and revamping school infrastructure. Under his watch, Osun’s WAEC ranking has improved from 33rd to 7th.
Security
Oyinlola maintained peace and stability throughout his tenure. APC’s reign introduced state-backed thuggery and violence, notably through the infamous State Boys under Aregbesola. Oyetola relied on NURTW enforcers for political intimidation. Governor Adeleke’s leadership has reversed this trend, promoting civil order and inclusive dialogue. Today, Osun ranks among the most peaceful states in Nigeria.
Debt Management
Osun’s debt stood at ₦25 billion at the end of Oyinlola’s era. Aregbesola ballooned it to over ₦400 billion, leaving the state heavily indebted. Though Oyetola borrowed less, he made no significant impact on reducing the burden. Adeleke’s administration has impressively managed to run the state without accumulating fresh loans, demonstrating fiscal prudence and responsible governance.
Economic Development and GDP
While Oyinlola patronised local contractors, Aregbesola’s APC administration outsourced projects to Lagos-based companies, weakening Osun’s economy. Governor Adeleke has returned priority to indigenous contractors and Osun-made products, thereby ensuring wealth circulation within the state and boosting local GDP. This shift has rejuvenated small businesses and enhanced economic self-reliance.
Accountability and Transition
When Oyinlola left office, his team did so with decorum and left government properties intact. By contrast, Oyetola’s appointees reportedly looted state assets after the 2022 electoral loss. Governor Adeleke’s administration is committed to transparent governance and has restored public confidence in government property management.
Conclusion: The Future is Bright with PDP in Osun State
From youth empowerment to education, agriculture to infrastructure, and from fiscal management to security, the PDP under Governors Oyinlola and Adeleke has consistently outperformed the APC. The Adeleke administration, in particular, has within three years revitalised sectors that suffered under APC misrule. If this tempo is sustained—and all signs suggest it will be—Governor Adeleke and the PDP are poised to retain the trust of Osun people far beyond 2030.
